whether it is legal or not, that is sort of a grey area.
Basically, this is an idiot trap, a dishonest way of rinning business by charging them for freely available information. Bt hey, if people are too stupid (or lazy) to do it themselves, thenthey deserve to be screwed around. What pisses me off is the fact that your gan is literally nothing.
What I'd suggest is to change the terms of your EULA to prohibit charging even for the linking to the software, and not only for its dstribution. Then you may have a good case.
